Exchange a driving licence issued in EU/EEA
You can exchange a driving licence issued in an EU/EEA country for a Norwegian licence in the corresponding category. No tests are required for the exchange. Once your Norwegian driving licence has been issued, your original licence will be returned to the country that issued it. Your new Norwegian licence will then be valid throughout the EU/EEA.

Exchange of Driving Licences from Specific Countries
If you hold a driving licence from the following countries, you can exchange it for a Norwegian licence.
Australia
Canada
Israel
Monaco
New Zealand
San Marino
South Korea
USA,
UK Driving Licences
Can be exchanged for a Norwegian license under the same rules that apply to licences from EEA countries. This applies regardless of whether your licence was issued before or after the UK’s departure from the EU.
Swiss Driving Licences
You may exchange your Swiss driving licence for a Norwegian one under the same conditions as licences from EEA countries.
Japanese Driving Licences
You may exchange your Category B driving licence for a Norwegian licence without needing to pass any tests. However, only Category B licences can be exchanged—other Categories cannot be exchanged.
Greenlandic Driving Licences
You may exchange your Category B driving licence for a Norwegian licence if it is issued on, or after 1 January 1995 – other Categories cannot be exchanged. And licences issued before 2 January 1995 cannot be exchanged.
